Establishes a maximum of 213 regular employees and 18 part-time/temporary "Extra Help" employees for the Department of Human Services - Division of Aging and Adult Services for fiscal year 2014-2015.

Appropriates $60,807,875 for operations including $9,708,285 for regular salaries, $3,350,349 for personal services matching, $12,021,770 for nutrition programs, and $10,000,000 for senior citizen centers.

Appropriates $2,700,000 from the Aging and Adult Services Fund Account for Meals on Wheels Program and transportation services for elderly individuals.

Appropriates $70,000 for matching funds for the Arkansas Senior Olympics Program on a two-to-one state/local matching basis and $20,000 for Ms. Senior Pageant expenses.

Authorizes the Director of Human Services to use state funds to match federal funds under Title III and Title V of the Older Americans Act and other federal programs, with provisions allowing flexibility in grant and contract disbursements consistent with federal regulations.
