Establishes maximum of 104 regular employees for the Arkansas Department of Emergency Management for fiscal year 2014-2015, with the ADEM Director earning $96,390 annually and other positions assigned pay grades C126 through C108.

Authorizes up to 28 part-time or temporary "Extra Help" employees at rates not exceeding those provided in the Uniform Classification and Compensation Act.

Appropriates $4,039,815 from the Miscellaneous Agencies Fund Account for state operations, including $2,517,708 for regular salaries and $940,076 for personal services matching.

Appropriates $34,584,549 in federal funds for federal operations and $103,960,263 for disaster relief grants, plus funding for hazardous materials ($586,249), radiological emergency response ($40,000), homeland security ($30,000), federal surplus property program ($2,072,901), and Arkansas 911 rural enhancement ($3,000,000).

Takes effect July 1, 2014 under emergency clause, declaring the appropriations essential to immediate agency operations and public health and safety.
