Establishes 1,876 maximum regular employees for the Department of Human Services - Division of County Operations for fiscal year 2014-2015, ranging from General Physicians (Grade N916) to Administrative Specialists (Grade C106).

Appropriates $125,233,442 for Operations including $63,108,743 in regular salaries, $23,924,815 in personal services matching, and $8,069,883 in data processing services.

Authorizes up to 37 temporary or part-time "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates federal grants totaling $35,066,414 for programs including Low Income Energy Assistance ($29,480,110), Shelter Plus Care ($1,908,598), Emergency Food ($819,219), and Homeless Assistance ($2,846,487).

Establishes a two-year Medicaid Primary Care Case Management shared-savings pilot program in the Arkansas Delta region beginning January 1, 2014, targeting 5,000 recipients with catastrophic or chronic conditions to generate savings compared to a Fee-For-Service benchmark, with 34% of savings to the state and 66% to the vendor up to 5% cap.
