Appropriates $33,342,898 for the Division of Administrative Services for fiscal year 2014-2015, including $12,446,388 for regular salaries and $11,000,000 for professional fees.

Appropriates $1,483,036 for the Division of Community Service and Nonprofit Support for fiscal year 2014-2015, including $905,896 for regular salaries and $2,410,704 for AmeriCorps Grants.

Authorizes the Department of Human Services Director to request fund transfers with approval from the Chief Fiscal Officer, Governor, and Arkansas Legislative Council for renovation, matching funds, youth services housing, and reallocation of resources (limited to two requests per fiscal year with maximum 5% of total appropriation for unforeseen purposes).

Establishes a Department of Human Services Renovation Fund for construction, renovation, maintenance, equipment and repairs of department facilities, funded by federal reimbursements and up to $5,000,000 annually from other divisions, with transfers requiring approval from the Chief Fiscal Officer, Governor, and Legislative Council.
