Establishes a maximum of 307 regular employees for Black River Technical College for fiscal year 2014-2015, including administrative, classified, and academic positions with specified salary ranges from $40,412 to $150,076.

Authorizes up to 70 temporary or part-time "Extra Help" employees to be hired as needed at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $9,035,300 from the Black River Technical College Fund for state operations, including $6,670,751 for regular salaries and $2,160,694 for personal services matching.

Appropriates $44,603,000 from cash funds for personnel, operations, capital improvements ($8,500,000), debt service ($396,600), and other expenses for the fiscal year ending June 30, 2015.

Declares an emergency effective July 1, 2014, to ensure immediate operation of the college and compliance with state procurement, accounting, and fiscal control laws.
