Establishes a maximum of 216 regular employees for Cossatot Community College for fiscal year 2014-2015, including administrative, classified, and academic positions with specified salary ranges.

Authorizes up to 100 part-time or temporary employees ("Extra Help") to be paid at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $5,196,017 from state operations funds for personal services and operating expenses, including $3,315,000 for regular salaries and $841,000 for personal services matching.

Appropriates $24,195,768 from cash funds for personal services, operating expenses, capital improvements ($2,000,000), and debt service ($975,000).

Effective July 1, 2014, with all disbursements subject to state procurement law, accounting procedures, and other fiscal control laws.
