Appropriates $6,448,328 from state operations funds for personal services at University of Arkansas Community College at Hope for fiscal year 2014-2015, including $4,972,398 for regular salaries and $1,475,930 for personal services matching.

Appropriates $12,049,640 from cash funds for personal services and operating expenses, including $1,178,280 in regular salaries, $150,000 for extra help, $3,521,360 for operational expenses, $3,650,000 for capital improvements, and $900,000 for debt service.

Establishes maximum of 209 regular employees across administrative, classified, and academic positions, with Chancellor salary at $150,076 and authorizes up to 200 additional temporary or part-time employees.

Requires all fund disbursements to comply with state procurement law, accounting procedures, revenue stabilization law, and regulations promulgated by the Department of Finance and Administration.

Effective date of July 1, 2014, with emergency clause declaring the immediate appropriation essential to agency operations.
