Appropriates $150,000 from the Court Awards Fund to the Department of Arkansas State Police for fiscal year 2013-2014 to supplement funds previously appropriated by Act 1205 of 2013.

Funds are designated for refunds, investments, and transfers related to confiscated funds and may be used for motor vehicle purchases, equipment costs, overtime, personal services matching, operational needs, and capital improvements.

Amends Section 14 of Act 1205 to clarify that monies in the Court Awards Fund may be used for specified purposes and that Special State Assets Forfeiture Fund receipts must be deposited into the Court Awards Fund for law enforcement purposes consistent with federal law.

Amends Section 15 of Act 1205 to authorize the Department of Arkansas State Police to request fund transfers from the Confiscated Funds Transfer appropriation to overtime, personal services matching, and maintenance classifications, subject to approval by the Chief Fiscal Officer and the Arkansas Legislative Council or Joint Budget Committee.

Declares an emergency clause, finding that existing appropriations are insufficient for the Department to provide essential governmental services, making the act effective immediately upon passage and approval.
