Appropriates $334,896 from the State Central Services Fund for personal services, including $263,697 for regular salaries and $71,199 for personal services matching.

Requires all fund disbursements to comply with state procurement law, accounting procedures, revenue stabilization law, and other fiscal control laws as promulgated by the Department of Finance and Administration.

Declares an emergency due to unforeseen circumstances making existing funds insufficient for the Office of Attorney General to continue essential governmental services, allowing the act to take effect immediately upon passage and approval.
