Appropriates $26,955,488 for the Department of Human Services - Division of Medical Services operations for fiscal year 2014-2015, including $16,445,333 in regular salaries for a maximum of 327 employees and $201,892 for extra help staff.

Appropriates $6,570,667,229 in grant payments for Medicaid programs including private nursing home care ($716.9 million), hospital and medical services ($5.1 billion), prescription drugs ($385.8 million), and ARKIDS B program ($148.4 million).

Authorizes $50,000 for nursing home closure costs, $100,000 for long-term care facility receivership expenses, and $1,500,000 for nursing home quality grants from the Long-Term Care Trust Fund.

Prohibits allocation of appropriations for the Health Care Independence Program effective July 1, 2014, with exceptions for individuals enrolled before that date until March 1, 2015.

Requires Department of Human Services to file proposed Medicaid rules impacting state costs with legislative committees at least 30 days before public comment period ends, subject to 45-day review by relevant committees.
