Establishes maximum of 14 regular employees for Arkansas House staff with salaries ranging from $136,323 to $141,509 for fiscal year 2014-2015, plus 7 temporary/part-time "Extra Help" positions

Appropriates $2,602,630 from State Central Services Fund for House staff operations, including $1,349,711 for regular salaries, $100,000 for extra help, and $700,000 for maintenance and general operations

Appropriates $200,000 from Constitutional Officers Fund for per diem and mileage of members attending legislative orientation and briefing meetings

Appropriates $500,000 from State Central Services Fund for information technology operations and equipment, plus $1,671,685 for Member Services staff and $2,031,589 for Supplemental Staffing, and $100,000 for House Select Committee expenses

Allows House leadership to exceed maximum salary levels by up to 20% for recruitment and retention purposes, and restricts audio/video materials produced by House from use in political campaigns or commercial purposes; effective July 1, 2014
