Appropriates $719,873 in supplemental funds to the Department of Correction for fiscal year 2013-2014, supplementing Act 1207 of 2013.

Authorizes 14 new employee positions: 4 ADC/DCC Correctional Sergeants (Grade C115) and 10 ADC/DCC Corporals (Grade C113).

Allocates funds for regular salaries ($191,121), operational expenses ($234,527), conference and travel ($473), professional fees ($258,752), and capital outlay ($35,000).

Transfers $719,873 from the General Improvement Fund to the Department of Correction Inmate Care and Custody Fund Account to open additional beds at the North Central Unit.

Declares an emergency due to insufficient funds for the Department of Correction to provide essential governmental services, making the act effective immediately upon passage.
