Appropriates $3,700,000 to the Department of Correction for reimbursement to counties housing state inmates, supplemental to funds previously appropriated in Act 1207 of 2013.

Transfers $3,700,000 from unobligated funds in the General Improvement Fund to the County Jail Reimbursement Fund upon the effective date of the act.

Requires all fund disbursements to comply with state procurement law, accounting and budgetary procedures law, revenue stabilization law, and other applicable fiscal control laws.

Declares an emergency clause due to unforeseen circumstances making existing Department of Correction funds insufficient for essential governmental services, making the act effective upon passage and approval.
