HB 1159 Summary

• Amends the Arkansas Revenue Stabilization Law to modify revenue classifications and fund allocations for fiscal year 2014-2015 and thereafter.

• Adds six new special revenue categories (items 247-252) including nonprofit motor vehicle fleet management fees, suspended registration reinstatement fees, certificate of franchise authority fees, lead-based paint hazard penalties, and voice stress analysis examiner license fees.

• Updates the Public Health Fund to include criminal, civil, and administrative penalties collected under the Arkansas Lead-Based Paint-Hazard Act of 2011.

• Establishes maximum general revenue allocations of $4,965,380,226 to various state funds and accounts, with additional supplemental allocations of $19,000,000 and $51,069,774 distributed proportionally based on individual fund allocations.

• Transfers $3,000,000 from the General Improvement Fund and $6,500,000 from Department of Workforce Services funds to the Arkansas Economic Development Commission Fund Account, effective July 1, 2014.
