Authorizes introduction of a bill to regulate the transport of feral hogs to terminal facilities and establish requirements for terminal facility operations in Arkansas.

Allows captured feral hogs to be either killed immediately or identified with an approved transport tag and transported to a commission-certified terminal facility instead of being killed on-site.

Establishes detailed specifications for terminal facility fencing, including minimum 47-inch height, woven and barbed wire construction, specific post materials and dimensions, and post spacing of 7-15 feet apart.

Exempts feral hogs transported to terminal facilities from disease testing requirements and prohibits release of feral hogs into the wild under any circumstances.

Declares an emergency clause citing feral hogs as a dangerous nuisance requiring immediate population control and allows transportation to terminal facilities at any time of day or night.
