Authorizes the Joint Budget Committee to introduce a bill amending the Revenue Stabilization Law, effective July 1, 2014.

Amends the Public Health Fund to include criminal, civil, and administrative penalties collected under the Arkansas Lead-Based Paint-Hazard Act of 2011 as a revenue source.

Adds four new special revenue classifications to Arkansas Code § 19-6-301: suspended registration reinstatement fees, certificate of franchise authority fees, fees and fines under lead-based paint statutes, and voice stress analysis examiner's license fees.

Modifies the Department of Labor Special Fund to include license fees, renewal fees, and civil penalties collected under § 17-55-101 et seq.

Updates the Arkansas State Police Fund and Trial Court Administrative Assistant Fund revenue sources to include the new special revenue classifications and clarifies specific fund composition requirements.
