Authorizes Representative Baird to introduce a bill revising Arkansas's Revenue Stabilization Law, effective July 1, 2014.

Amends the Public Health Fund to include criminal, civil, and administrative penalties collected under the Arkansas Lead-Based Paint-Hazard Act of 2011.

Modifies revenue sources for multiple state funds including the State Administration of Justice Fund, Department of Labor Special Fund, and Trial Court Administrative Assistant Fund.

Adds four new special revenue classifications (items 248-252) to Arkansas Code § 19-6-301, including suspended registration reinstatement fees, franchise authority fees, lead-based paint violation fees, occupational license fees, and voice stress analysis examiner license fees.

Updates the Arkansas State Police Fund to include voice stress analysis examiner license fees among its authorized special revenue sources.
