Authorizes Representative Alexander to introduce legislation placing a moratorium on Common Core State Standards Initiative implementation and related activities until January 1, 2017.

Prohibits state agencies, school districts, public schools, and education service cooperatives from expending state, federal, or local funds on Common Core materials, programs, training, or assessments.

Extends the funding prohibition to related initiatives including Next Generation Science Standards, Future of Sex Education Initiative, Partnership for the Assessment of Readiness for College and Careers, and Smarter Balanced Assessment Consortium.

Restricts student data collection to information collected before the 2011-2012 school year and bans assessments or pilot projects using national standards that were not used during or before 2011-2012.

Declares an emergency, citing insufficient understanding of Common Core and potential harm to state educational gains, with the act becoming effective upon gubernatorial approval, veto expiration, or veto override.
