Transfers all powers and duties of the Arkansas Board of Private Investigators and Private Security Agencies to the Department of Arkansas State Police through a type 3 transfer via executive order.

Establishes a new "security guard license" classification (§ 17-40-309(b)(8)) permitting school employees to carry concealed handguns for school security and emergency response purposes, with required training in firearms, active shooter response, trauma care, defensive tactics, and weapon retention.

Requires development of a comprehensive transition plan ensuring continuous service delivery during the transfer of licensing authority, with submission to House and Senate Judiciary Committees for review.

Updates all references throughout Arkansas Code Titles 17-39 and 17-40 from "Arkansas Board of Private Investigators and Private Security Agencies" to "Department of Arkansas State Police" to reflect the consolidation of regulatory authority.

Declares an emergency effective upon gubernatorial approval to allow immediate transition of licensing and administrative functions affecting multiple licensees and registrants under state security and investigative regulations.
