Reappropriates the balance of capital improvement funds from Act 687 of 2013 to the Arkansas Department of Aeronautics for Aviation Training Academy Grants, effective July 1, 2014, in an amount not to exceed $30,000.

Funds may be used for grants to Aviation Training Academies covering personal services, operating expenses, and strategic planning expenses.

Authorizes institutions and agencies to supplement State Treasury funds with grants, donations, and Federal funds, provided that existing Maintenance and General Operations appropriations are not diverted.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and all applicable fiscal control regulations.

Declares an emergency effective July 1, 2014, stating that the Arkansas Constitution limits appropriations to one-year periods and timely funding is essential to agency operations.
