Appropriates $2,925,609 for the Auditor of State Operations for fiscal year 2014-2015, including regular salaries ($1,682,435), extra help ($60,713), and operating expenses covering maintenance, conferences, travel, and capital outlay.

Establishes a maximum of 26 regular employees for Operations with positions ranging from Deputy Auditor ($110,929) to Clerical Tech I ($39,957), plus authorization for up to 15 temporary or part-time employees.

Appropriates $1,430,792 for the Auditor of State Unclaimed Property Program, establishing 10 regular employees and funding personal services, operating expenses, and professional fees.

Appropriates $15,777,500 in cash funds for payment of unclaimed property claims and $2,500,500 for payment of abandoned mineral proceeds claims.

Authorizes the Auditor of State to transfer appropriations between line items within Operations and Unclaimed Property sections with approval from the Chief Fiscal Officer and Arkansas Legislative Council; act becomes effective July 1, 2014.
