Establishes a maximum of 122 regular employees for Trial Court Administrative Assistants of the Circuit Courts for fiscal year 2014-2015, comprising 121 Assistant I positions and 1 Assistant II position, both at Grade C117 salary level.

Appropriates $7,661,035 from the Trial Court Administrative Assistant Fund for fiscal year 2014-2015, including $5,535,479 for regular salaries, $1,775,556 for personal services matching, $225,000 for trial court assistant expenses, and $125,000 for trial court staff substitutes.

Establishes entry-level salary at Grade C117 per the state pay plan and provides a 10% annual salary increase for Trial Court Administrative Assistants who obtain National Center for State Courts certification as a Certified Court Manager, not to exceed the grade maximum.

Requires that when a Trial Court Administrative Assistant terminates employment and receives accumulated annual leave payment, the new employee's start date shall be delayed to offset the cost of such leave payment.

Effective date is July 1, 2014, with emergency clause declared due to constitutional one-year appropriation limitation and need for immediate agency operations.
