Allocates $214,637 for operating expenses, $7,166 for conferences and travel, $42,126 for professional fees, and $10,000 for refunds/reimbursements.

Requires the Board to request legal services from the Attorney General before employing outside counsel, with Legislative Council or Joint Budget Committee approval required for any outside legal counsel expenses.
