Appropriates $11,349,784 to the Department of Human Services - Division of State Services for the Blind for fiscal year 2014-2015, including $3,005,639 for regular salaries and $384,174 for extra help.

Establishes maximum of 76 regular employees across various positions including 1 department director, 3 rehabilitation area managers, 13 certified vocational rehabilitation counselors, and 11 teachers for the blind.

Authorizes up to 30 temporary or part-time "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act.

Waives the Financial Management Guide requirements to allow the Division to provide college-level coursework in degree programs for Rehabilitation Counselors using federal grants from the U.S. Department of Education, with no state general revenue used for tuition.

Makes the act effective July 1, 2014 and declares an emergency clause due to constitutional limits on appropriations to one-year periods.
