Reappropriates capital improvement funding balances to the Arkansas Agriculture Department effective July 1, 2014, including $26,598,134 for maintenance, renovation, and facility improvements across departmental operations.

Appropriates $13,800,000 as a low-interest loan grant to pay debts associated with the Arkansas Boll Weevil Suppression Eradication Act.

Reappropriates $847,200 for County and District Fairs facility maintenance and improvements, and $10,000,000 for agricultural disaster-related facility and operational expenses.

Appropriates $69,563 from the Livestock and Poultry Special Revenue Fund for Necropsy Room construction and renovation at the Livestock and Poultry Diagnostic Lab.

Declares an emergency effective July 1, 2014, requiring funds be used only for stated purposes consistent with budget manuals and legislative recommendations, with strict compliance to state purchasing and fiscal control laws.
