Establishes 25 maximum regular employees for the Arkansas History Commission for fiscal year 2014-2015, including positions such as Director ($92,914), Curators, Archival Managers, Archivists, and support staff with salaries based on grade classifications.

Authorizes up to 3 temporary or part-time "Extra Help" employees when needed, compensated according to the Uniform Classification and Compensation Act.

Appropriates $1,842,330 from the Parks and Tourism Fund Account for personal services and operating expenses, including $936,418 for regular salaries, $328,926 for personal services matching, $506,110 for operating expenses, $50,000 for the Curtis H. Sykes Memorial Grant Program, and $10,180 for the Black History Commission.

Appropriates an additional $79,000 from cash funds for operating expenses of the Arkansas History Commission.

Declares an emergency clause making the act effective July 1, 2014, stating that the appropriations are essential to agency operations and required by the Arkansas Constitution to be limited to one-year periods.
