Appropriates $165,073,532 for personal services and operating expenses for the Department of Human Services - Division of Developmental Disabilities Services for fiscal year 2014-2015, including $81,171,839 for regular salaries and $1,889,553 for extra help

Establishes maximum of 2,709 regular employees across 139 position classifications ranging from psychiatric specialists and physicians to residential care technicians and food preparation workers, plus up to 200 temporary or part-time employees

Appropriates additional funds for special programs: $178,768 for Special Olympics grants, $50,000 for community programs, $15,892,045 for grants to community providers, and $1,492,500 for autism treatment and coordination services

Prohibits closure of state Human Development Centers at Conway, Arkadelphia, Jonesboro, Booneville, and Warren; requires continued acceptance of clients and prevents reduction of general revenue funding below July 1, 2014 levels for community and residential services

Restricts early intervention day treatment arrangements with academic medical centers or third-party contractors until legislative committees review proposed programs and materials, with implementation beginning no earlier than January 1, 2015 or 90 days after publication of program rates
