Establishes a maximum of 1,129 regular employees for the Department of Human Services - Division of Children and Family Services for fiscal year 2014-2015, with positions ranging from Deputy Director to Administrative Specialist.

Authorizes up to 65 part-time or temporary employees ("Extra Help") payable at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates $82,181,981 for operations including $40,272,436 for regular salaries, $15,064,046 for personal services matching, and $12,145,347 for operating expenses.

Appropriates $31,415,859 for grants including $1,100,000 for state residential treatment and $30,315,859 for foster care.

Appropriates $43,471,796 for TANF (Temporary Assistance for Needy Families) foster care payments, with the act effective July 1, 2014.
