Establishes maximum of 194 regular employees for the Department of Human Services - Division of Child Care and Early Childhood Education for fiscal year 2014-2015, including positions ranging from executive director to administrative specialists.

Authorizes up to 13 temporary or part-time employees ("Extra Help") at rates not exceeding those provided in the Uniform Classification and Compensation Act.

Appropriates $23,389,321 for personal services and operations, including $7,122,386 in regular salaries, $2,623,303 in personal services matching, and $4,517,990 in operating expenses.

Appropriates $89,760,622 in federal grant funds, including $25,469,372 for child care development discretionary and $64,291,250 for the child care food program.

Appropriates additional funds for child care grants/aid ($29,630,656) and loan guarantees/grants ($187,537), with an emergency clause making the act effective July 1, 2014.
