Appropriates $10,847,695 for Department of Human Services - Division of Youth Services operations for fiscal year 2014-2015, including regular salaries ($3,874,666), personal services matching ($1,338,128), maintenance and general operations ($3,227,889), and statewide prevention/intervention youth development services ($2,000,000)

Establishes maximum of 88 regular employees and authorizes up to 34 temporary or part-time extra help employees at rates consistent with the Uniform Classification and Compensation Act

Appropriates additional funds for Juvenile Accountability Incentive Block Grant ($1,671,520), community-based sanctions ($2,550,000), community services ($21,427,312), federal child and youth service grants ($5,746,475), and residential services ($26,579,874)

Restricts community-based residential programs housing juveniles adjudicated delinquent of Class A felonies or sexual offenses until residents within 1,000 feet are notified by mail and a public hearing is held at least 10 days before the facility becomes operational

Authorizes contingent educational services positions (120 total employees including 80 certified masters teachers) if the Division cannot continue private provider contracts, subject to approval by the Chief Fiscal Officer, Governor, and Legislative Council
