Establishes maximum of 160 regular employees for the Department of Veterans' Affairs for fiscal year 2014-2015, with the ADVA Director salary set at $98,616 and other positions assigned to compensation grades ranging from C103 to C126.

Appropriates $1,903,697 from the Miscellaneous Agencies Fund for state operations, including $1,110,783 for regular salaries and $283,500 for aid to county veterans' service offices.

Appropriates $7,198,552 from cash funds for the Veterans' Home in Fayetteville, including $3,299,234 for regular salaries and authorizes up to 7 part-time or temporary employees.

Appropriates funds for veterans' cemeteries ($716,226 state fund and $474,000 cash fund), military funeral honors program ($100,000), NLR Cemetery federal operations ($1,139,062), and veterans' home treasury ($483,000).

Amends Arkansas Code § 20-81-112(b) to authorize the department to charge up to $300 for interment of eligible spouses or dependents of veterans and permits county veterans' service officers to receive reimbursement for attending up to two approved training conferences annually.
