Reappropriates $206,100 from the General Improvement Fund to the Arkansas Tobacco Control Board for the ATC Case, Licensing, and Records Management System, effective July 1, 2014

Reappropriation represents the balance of funds originally provided in Act 200 of 2013 for a comprehensive database tracking licenses, fees, investigations, cases, hearings, and tobacco business data in Arkansas

Prohibits contracts or obligations exceeding available State Treasury funds, but allows the Board to supplement with grants, donations, Federal funds, and unobligated cash income

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement

Declares an emergency effective July 1, 2014, citing constitutional restrictions on multi-year appropriations and the essential nature of funds for agency operations
