Establishes maximum number of 326 regular employees for SAU-Tech for fiscal year 2014-2015 with specified position titles and salary ranges.

Appropriates $6,825,885 from the SAU-Tech Fund for regular salaries ($4,259,167), personal services matching ($1,177,393), and maintenance and general operations including operating expenses ($1,177,393), conferences and travel ($64,757), and capital outlay ($147,175).

Appropriates $19,625,000 from cash funds for regular salaries ($3,600,000), extra help ($200,000), personal services matching ($1,300,000), maintenance and operations ($4,525,000), capital improvements ($6,000,000), and debt service ($550,000).

Authorizes 175 temporary or part-time "Extra Help" employees for general operations, 55 for Fire Training Academy, and 50 for Environmental Training Academy.

Appropriates separate funds for Fire Training Academy ($2,402,218 state operations plus $2,541,000 cash funds) and Environmental Training Academy ($643,982 state operations plus $1,573,000 cash funds) with emergency clause for effectiveness on July 1, 2014.
