Establishes maximum of 330 regular employees for South Arkansas Community College (SACC) for fiscal year 2014-2015, including administrative, classified, and academic positions with specified salary ranges.

Authorizes up to 175 temporary or part-time "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $7,683,960 from the South Arkansas Community College Fund for state operations, including $4,705,000 for regular salaries, $115,000 for extra help wages, and $1,410,000 for personal services matching.

Appropriates $35,303,015 from cash funds for personal services and operating expenses, including $8,895,663 for regular salaries, $7,000,000 for capital improvements, and $833,076 for debt service.

Act takes effect July 1, 2014 with emergency clause citing constitutional prohibition on multi-year appropriations and need for immediate agency operations.
