Establishes maximum of 777 regular employees for Department of Parks and Tourism for fiscal year 2014-2015, with detailed salary classifications ranging from Grade C101 to Grade U016U positions.

Appropriates $21,777,818 from Parks and Tourism Fund Account for State Operations, including $14,634,637 for regular salaries, $5,608,467 for personal services matching, and funds for maintenance, tourism promotion, and advertising.

Authorizes 795 temporary or part-time "Extra Help" employees at rates not to exceed those provided in the Uniform Classification and Compensation Act.

Appropriates additional funds from multiple sources: $48,518,256 from Conservation Tax for capital outlay and construction; $700,305 for Keep Arkansas Beautiful; $114,706 for Museum of Natural Resources; $14,895,190 for Tourism Promotion; and $4,459,782 for Outdoor Recreation Grants.

Provides special authorizations including $260,000 for Trails for Life grants, $1,006,614 for Wildlife Observation Trails grants, and authorizes department to award cash prizes up to $10,000 annually for special events.
