Establishes 12 maximum regular employee positions for the Arkansas Fair Housing Commission for fiscal year 2014-2015, including 1 Director, 1 Administrative Services Manager, 1 Chief Investigator, 5 Investigators, 1 Fiscal Support Supervisor, 1 Executive Assistant, and 1 Grants Analyst.

Authorizes up to 2 temporary or part-time "Extra Help" employees to be paid at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $1,031,372 from the Miscellaneous Agencies Fund Account for personal services and operating expenses, including $535,444 for regular salaries, $40,000 for extra help, $178,342 for personal services matching, and $277,586 for maintenance, general operations, conferences, travel, and professional fees.

Appropriates an additional $140,000 from the Arkansas Fair Housing Commission Trust Fund for operating expenses.

Makes position upgrades contingent on continued federal funding; if federal funds are eliminated, positions revert to previous grade levels and any added positions are eliminated, effective July 1, 2014.
