Declares an emergency clause due to insufficient Department of Education funds for essential governmental services, making the act effective upon passage and approval.

Establishes legislative intent that funds be used according to Agency Requests, Executive Recommendations, and Legislative Recommendations contained in budget manuals and Joint Budget Committee minutes.
