Reappropriates up to $200,000 from Act 491 of 2013 to the Department of Career Education for adult education program grants, effective July 1, 2014.

Funds may be used for personal services, operating expenses, construction, improvements, equipment, renovation, and maintenance expenses.

Prohibits awarding contracts or incurring obligations exceeding available State Treasury funds, but allows agencies to supplement with grants, donations, Federal funds, and unobligated cash income.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement.

Declares an emergency effective July 1, 2014, citing the constitutional one-year appropriation limit and the need for immediate operation of the agency.
