Appropriates $483,000 in supplemental funds to the Department of Veterans' Affairs for the fiscal year 2013-2014, to be paid from cash funds in the State Treasury.

All appropriated funds designated for maintenance and general operation expenses, with no allocation for conferences, travel, professional fees, capital outlay, or data processing.

Funds must be disbursed in compliance with state procurement law, accounting and budgetary procedures law, revenue stabilization law, and other applicable fiscal control laws.

Declares an emergency exists due to insufficient funds for the Department of Veterans' Affairs to continue providing essential governmental services, making the act effective immediately upon passage and approval.
