Appropriates $1,000,000 to the Arkansas Agriculture Department from the Plant Board Fund for construction expenses of the State Plant Board Administration/Pest Control program for fiscal year 2013-2014, supplemental to Act 434 of 2013.

Appropriates $750,000 to the Arkansas Agriculture Department from the Abandoned Agricultural Pesticide and Plant Regulator Disposal Trust Fund for operating expenses of the State Plant Board Pesticide/Plant Regulatory Program for fiscal year 2013-2014, supplemental to Act 434 of 2013.

Requires all funds disbursed to comply with state procurement law, accounting procedures, revenue stabilization law, salary procedures, and other fiscal control laws of Arkansas.

Declares an emergency due to unforeseen circumstances making current Agriculture Department funds insufficient to continue essential governmental services, making the act effective upon passage and approval.
