Appropriates $100,000 to the Arkansas Public Defender Commission for fiscal year 2013-2014, payable from the State Central Services Fund, supplementing funds previously appropriated by Act 1394 of 2013.

The $100,000 is allocated entirely to professional fees for the commission's operating expenses.

Authorizes the Public Defender Commission to enter into professional services agreements with public defenders or state agency attorneys appointed by judges to provide defense representation, with combined contract and salary not exceeding 25% above the employee's pay grade maximum.

Requires all fund disbursement to comply with state procurement law, accounting procedures, revenue stabilization law, salary procedures, and Department of Finance and Administration regulations.

Declares an emergency clause effective immediately upon passage and approval due to insufficient funds for the commission to continue providing essential governmental services.
