Appropriates $2,099,141 from the Miscellaneous Agencies Fund Account for the Arkansas Geological Survey's personal services and operating expenses for fiscal year 2014-2015, including $1,341,188 for regular salaries and $427,951 for personal services matching.

Authorizes a maximum of 27 regular employees and 20 temporary/part-time employees for the main survey operations, with positions ranging from State Geologist ($99,026) to various geological and administrative specialists.

Appropriates $222,923 in federal funds for the State Geologic Mapping Program, including $40,607 for regular salaries, $11,591 for extra help, and $156,000 for operating expenses.

Provides additional appropriations for map resale revolving fund ($100,000), earthquake awareness program ($36,000), geology museum ($9,025), and Board of Registration for Professional Geologist ($69,887).

Declares an emergency clause making the act effective July 1, 2014, and requires all disbursements to comply with state procurement, accounting, and budgetary procedures laws.
