Appropriates $25,000 to the Department of Parks and Tourism from cash funds for a grant to cover construction, renovation, and maintenance expenses to honor firefighters and law enforcement for fiscal year ending June 30, 2014.

Requires disbursement of funds to comply with the State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, Regular Salary Procedures and Restrictions Act, and other applicable state fiscal control laws and Department of Finance and Administration regulations.

Directs that funds be disbursed in compliance with stated reasons for adoption as evidenced by Agency Requests, Executive Recommendations, Legislative Recommendations, and official minutes of the Arkansas Legislative Council or Joint Budget Committee.

Declares an emergency clause making the Act effective immediately upon passage and approval, as the Constitution prohibits appropriations for more than one year and delay could harm agency operations and essential governmental programs.
