Amends Arkansas Code § 7-7-105 to modify procedures for filling vacancies in the U.S. House of Representatives, Lieutenant Governor, and state legislative offices

Allows the Governor to delay special elections beyond the standard 150-day deadline if determined impracticable or unduly burdensome, with elections held as soon as practicable thereafter

Creates exception for Lieutenant Governor vacancies: no special election required if vacancy occurs less than 10 months before the next general election and the Governor determines the cost is impractical

Applies to vacancies occurring on or after January 1, 2014

Declares an emergency effective upon Governor approval, citing that statewide special elections cost over $1,000,000 and discretionary delay authority is needed to avoid unnecessary election expenses
