Appropriates supplemental funds for fiscal year 2013-2014 to pay approved claims against the State of Arkansas totaling approximately $1.7 million across multiple state agencies and funds.

Allocates $41,832.00 to Department of Human Services (Children and Family Services Fund Account) for The Bridgeway in two separate appropriations.

Allocates $269,675.24 to Department of Finance and Administration (Revenue Services Division) for individual income tax withholding claims to Tom and Cassandra Cone ($15,444.85) and John and Juanita Griffin ($221,000.00).

Allocates $23,230.00 to Department of Finance and Administration for corporate income tax withholding claim to Praxair, Inc.

Allocates $1,261,855.39 combined to University of Arkansas for Medical Sciences ($1,135,696.00 including $1.1 million to Olivian Miller as administratrix of Rodney Miller's estate), Arkansas State Highway and Transportation Department ($226,159.39), and Department of Human Services ($33,856.00 to James Counce).

Authorizes carryover of claims beyond June 30, 2014 fiscal year end if funds are insufficient and designates the Clerk of the State Claims Commission as disbursing officer.

Declares an emergency clause to expedite payment of claims to preserve the state's reputation.
