Appropriates $5,000,000 to the Department of Education for Positive Youth Development Grants under Arkansas Code 6-5-901 through 6-5-906 for fiscal year 2014-2015.

Transfers $5,000,000 from unobligated funds in the General Improvement Fund to the Department of Education Public School Fund Account for the grant program.

Requires compliance with State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other fiscal control laws in fund disbursement.

Directs that funds be disbursed in compliance with stated reasons for the appropriation as documented in budget manuals, agency requests, and legislative minutes.

Declares an emergency clause making the act effective July 1, 2014, citing constitutional restrictions on multi-year appropriations and the need for immediate program operation.
