Appropriates $5,100,000 to the Department of Correction from the Inmate Care and Custody Fund Account for planning, acquisition, and construction of a new 1,000-bed prison facility, supplementing funds previously appropriated by Act 1207 of 2013

Authorizes the Chief Fiscal Officer to transfer $5,100,000 from unobligated General Improvement Fund balance to the Department of Correction Inmate Care and Custody Fund Account immediately upon the bill's effective date

Requires all fund disbursements to comply with state procurement laws, accounting procedures, revenue stabilization requirements, and regulations promulgated by the Department of Finance and Administration

Declares an emergency clause, finding that unforeseen circumstances have made existing Department of Correction funds insufficient and delay in funding would harm essential governmental services

Bill becomes effective upon passage and approval, or automatically upon expiration of the Governor's veto period if not signed or vetoed
