Reappropriates the balance of capital improvement appropriations for the University of Arkansas - Fort Smith from Act 820 of 2013, effective July 1, 2014, in an amount not to exceed $50,000.

Expands the authorized uses of Mallalieu Center for Academic Excellence funding to include construction, land acquisition, equipment, renovation, personal services, and operating expenses.

Amends Item (H) of Section 23 of Act 34 of 2014 to reauthorize funding for the Mallalieu Center for Academic Excellence project in a sum not to exceed $2,000,000.

Prohibits contracts or obligations in excess of State Treasury funds actually available, but allows institutions to supplement with grants, donations, Federal funds, and unobligated cash income.

Declares an emergency effective July 1, 2014, citing the constitutional prohibition on appropriations exceeding one year and the need for immediate agency funding.
