Reappropriates $30,000 from the balance of Act 813 of 2013 to the Department of Rural Services for grants to Boys and Girls Clubs or fire departments, counties, municipalities, and other eligible entities for operating, construction, improvements, equipment, renovation, and maintenance expenses.

Expands the authorized use of Department of Rural Services grant funding to include fire departments, counties, municipalities, and subdivisions for public buildings, community centers, memorials, parks, amphitheaters, recreation centers, fire protection, and cemeteries, in addition to youth program activities.

Amends Item (J) of Act 30 of 2014 to increase the reappropriation cap from Act 813 of 2013 to $1,000,000 for grants to Boys and Girls Clubs for youth program activities.

Prohibits contracts or obligations exceeding available State Treasury funds, but allows agencies to supplement with grants, donations, Federal funds, and unobligated cash income to finance project costs.

Effective July 1, 2014, with an emergency clause declaring the implementation essential to agency operations.
