Appropriates $2,000,000 to the Department of Arkansas State Police for design, construction, and associated costs of the Arkansas State Police Driving Track for fiscal year 2014-2015.

Requires the Chief Fiscal Officer to transfer $2,000,000 from unobligated funds in the General Improvement Fund to the Department of Arkansas State Police Fund immediately upon the act's effective date.

Requires all fund disbursements to comply with the State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws and regulations.

Declares an emergency effective July 1, 2014 to ensure the appropriation takes effect at the beginning of the fiscal year and prevent irreparable harm to agency operations.
